Under 40 CFR 112 (SPCC Rule), facilities storing 1,320 gallons or more of oil in ASTs (each container ≥ 55 gal) and with a reasonable potential to discharge into navigable waters—such as the North Canadian River, which bisects Oklahoma City and flows through Oklahoma County—must maintain an SPCC Plan. That plan must include documented inspections of tanks, piping, valves, and secondary containment systems to prevent releases from reaching jurisdictional waters.

Oklahoma is one of a small number of states with a fully standalone AST-specific technical program. Under OAC Title 165, Chapter 26 (OAC 165:26), administered by the Oklahoma Corporation Commission Petroleum Storage Tank Division (PSTD), petroleum AST systems with an individual tank capacity of 2,100 gallons or more are subject to comprehensive requirements covering design and installation standards, release prevention and detection, financial responsibility, and closure. Registration must be approved and tank fees paid before a permit to dispense fuel is issued—no regulated AST system may operate without a valid OCC permit. As of October 1, 2024, any individual who tests an AST system must hold an OCC Licensed Tester credential issued by PSTD, and installation must be performed by an OCC-licensed AST Installer present throughout the installation. API 653 and NFPA 30/30A are incorporated standards under OAC 165:26. PSTD conducts its own compliance inspections; formal tank integrity evaluation intervals follow incorporated standards, including API 653, as applicable, with federal SPCC periodic inspection requirements applying concurrently for qualifying facilities. Additionally, Oklahoma City's Unified Development Ordinance (Sec. 59-105) requires that aboveground flammable liquid storage tank design, installation, and maintenance comply with the City Fire Code and receive Fire Marshal approval. Inspections are commonly performed under STI SP001 (shop-built tanks) or API 653 (field-erected tanks).

API 653 inspections are required for large, field-erected aboveground storage tanks (ASTs) that are constructed to the API 650 standard. In Oklahoma City, these tanks are commonly used by petroleum terminals, manufacturing plants, chemical facilities, and utilities to store fuel, oil, or hazardous liquids. If your tank is over 75,000 gallons, made from welded-steel construction, has a diameter of 30 feet or more, or a height of 50 feet or more, there's a high likelihood it falls under API 653 requirements.
STI SP001 inspections are typically required for shop-fabricated aboveground storage tanks under 75,000 gallons, often found at gas stations, commercial facilities, and industrial properties. If you're storing oil or hazardous substances in Oklahoma City, you may be subject to the EPA's Spill Prevention, Control, and Countermeasure (SPCC) rules for this inspection.
